Dear Bridgewater-Raritan Board of Education,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

This email serves as an offical response to your OPRA request received on
May 6, 2026 at 11:05pm, in which you requested electronic records that
contain specific keywords/phrases. The district IT department has
conducted an initial inquiry to determine the volume of records responsive
to your request. The search yielded a total of 13,179 emails. Because of
the extraordinary volume of records, the district must review each
individual email to ensure that exempt, privileged, or personally
identifiable information (such as student records or personnel data) is
properly redacted in accordance with OPRA and FERPA. Under NJSA
47:1A-5(c), when a request for records involves an extraordinary
expenditure of time and effort to accumulate, the public agency may assess
a Special Service Charge in addition to the actual cost of duplicating the
records. The requester must be provided with the opportunity to review
and object to the charge prior to it being incurred.
The estimated special service charge is calculated using the hourly rate
of the lowest-level clerical staff member (confidential secretary)
qualified to perform the confidential redaction review.
Total Responsive Records: 13,179 emails
Estimated Review/Redaction Time: 1.5 minutes per email
Total Estimated time: 19,768.5 minutes (329.48 hours)
Hourly Rate Assessed: $38.30/hour (based on the annual salary of $74,691 /
1,950 annual working hours)
Total Estimated Special Service Charge: $12,619.08
Note: This is an estimate. If the actual time spent reviewing and
redacting the records is less than estimated, you will receive a refund
for the difference. If the time required exceeds the estimate, you will
be billed for the additional time before the final records are released.
Please advise the district in writing by May 27, 2026 how you wish to
proceed. You may choose one of the following options:
1. Agree to the charge: Submit payment in the amount of $12,619.08 made
payable to the Bridgewater-Raritan Board of Education. Work will commence
upon receipt of payment. Given the volume of records (over 329 hours of
labor), the district will also require a reasonable extension fo time to
fulfill the request.
2. Revise the request: You may narrow the scope of your request (e.g., by
shortening the timeframe, limiting the search to more specific
senders/receivers, or providing more specific keywords) to reduce the
volume of responsive emails and lower or eliminate the special service
charge.
3. Withdraw the request: If we do not receive payment or a revised
request by May 27, 2026, we will assume you no longer wish to pursue these
records, and your OPRA request will be closed.
