I am seeking comprehensive access to any retirement or settlement agreement entered into between the Borough of Bradley Beach and former Chief of Police Leonard Guida.

Cumberland County (A-34 September Term 2020 084956), I am compelled to assert the legal imperative for disclosure of the aforementioned retirement or settlement agreement.

Chief Guida’s involvement in various incidents, including confrontations with officers at accident scenes, altercations at police headquarters, and off-duty confrontations with subordinates, has raised concerns regarding his conduct while serving as Chief of Police. These incidents, which reportedly involved yelling, cursing, and physical altercations, have led to sustained findings of violations of departmental rules and regulations.

The incidents detailed in the document provided highlight the significance of adhering to professional conduct standards and sobriety while on duty, as well as the potential impact on leadership and organizational effectiveness within the police department. Additionally, Chief Guida’s behavior during a DWI investigation, where he was observed arguing with a subordinate officer and slurring his words, further underscores the seriousness of the allegations against him.

It is imperative for the Borough to adhere to principles of transparency and accountability in handling such matters. Therefore, I request access to any retirement or settlement agreement related to Chief Guida, appropriately redacted where necessary to protect confidentiality.
