I'm asking for all of the permit application data, I don't have a specific address and this request has worked with many different towns. They usually send me an address, the work to be done and the value of construction of all the permits submitted between the dates.

I am writing to clarify my request under the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq. I respectfully request access to all building permits submitted to East Orange City between January 1, 2024, and today’s date, June 3, 2024.

Under OPRA, a request must be specific enough to allow the records custodian to identify the records sought. My request provides a clear date range and specifies the type of documents (building permits). OPRA does not require a requester to provide exact addresses when seeking records if the request is sufficiently clear and specific.

According to the New Jersey Government Records Council (GRC):

N.J.S.A. 47:1A-1: “Government records shall be readily accessible for inspection, copying, or examination by the citizens of this State, with certain exceptions, for the protection of the public interest, and any limitations on the right of access accorded by this act shall be construed in favor of the public’s right of access.”

Specificity: Requests must “identify with reasonable clarity those documents that are desired, and a party cannot satisfy this requirement by simply requesting all of an agency's documents.”

My request meets these criteria by specifying the type of records (building permits) and the relevant date range (January 1, 2024, to June 3, 2024.). As such, I believe it is sufficiently specific under OPRA guidelines.

If additional details are genuinely required to process my request, please let me know what specific information is necessary. However, I respectfully assert that my current request is clear and detailed enough to be processed under OPRA.
