Dear Rowan University,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Please accept this as Rowan’s completed response to your January 12, 2026, OPRA request (below) wherein you sought the "Unofficial Bid results/figures or award RFP - Construction Manager at Risk for Edelman College at Rowan University."
This Project has not been awarded yet. OPRA provides that “[a] government record shall not include the following ... information which, if disclosed, would give an advantage to competitors or bidders.” N.J.S.A. 47:1A-1.1. In situations where a requestor seeks access to bids during the selection process, it has been determined that same are exempt from disclosure under this exemption. See Renna v. Cnty. of Union, GRC Complaint No. 2003-100 (February 2004), Fisher v. Lakewood Bd. of Educ. (Ocean), GRC Complaint No. 2006-193 (Interim Order dated June 27, 2007), Bond v. Borough
of Washington (Warren), GRC Complaint No. 2009-324 (Final Decision dated March 29, 2011); and Barth vs.Rutgets University, GRC Complaint No. 2017-121 (2017).
Accordingly, Rowan University's policy regarding submission for Projects that have not been awarded is as follows:
Submissions will be held confidential during the bid process until such time as the final contract is executed, upon such time the bid submittals may be subject to the Open Public Records Act for non-propriety information.
Based on all of the above, your request for access to the "unofficial" results is denied. You have the right to challenge this decision by Rowan University. You can file a Complaint in the Superior Court of New Jersey or complete a Denial of Access Complaint Form with the Government Records Council (GRC).
