Dear Carolyn George,
I have since found out that the wetlands permitting was done starting 2003 with final determination being given by NJ DEP in 2004. It also wasn't linked specifically to Block 11 Lot 31,32,33 but it was submitted for the whole Eastview Dr. Please let me know if the changed date range and the new location designation turn up more information.
