Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I am following up regarding my OPRA request submitted on September 20, 2025, requesting body-worn camera footage and related records for Jorge Amilcar Oliva-Lira’s arrest during the week of July 21, 2025.

As of today, the statutory response period has passed (the deadline was September 30, 2025). I would appreciate an update on the status of my request and whether the records are being processed or if any exemptions are being applied.

I am writing to request an internal review of Plainfield City’s handling of my OPRA request titled “Requesting body cam footage.”

On September 20, 2025, I submitted a valid OPRA request seeking access to body-worn camera footage and related records regarding the arrest of Mr. Jorge Amilcar Oliva-Lira by Plainfield Police Department officers during the week of July 21, 2025.

Under N.J.S.A. 47:1A-5(i), the City was required to respond no later than September 30, 2025. As of today, I have not received any acknowledgment, response, or extension notice from the Records Custodian or any other representative.

I also issued a follow-up communication on October 4, 2025, and as of October 8, 2025, I am formally requesting this internal review.

I respectfully request that this matter be reviewed by a supervising official or other authority responsible for OPRA compliance within the City of Plainfield, to ensure a proper and timely response in accordance with the statute.

For clarity, I am requesting the complete, unedited, and unredacted body-worn camera footage capturing the entire duration of Plainfield Police Department officers’ presence at 1129 S. 2nd Street, Plainfield, NJ 07063, from their initial arrival through their final departure from the location, as well as any related reports or written records created in connection with the incident specifically in which Jorge Oliva was arrested.

If the requested records are being withheld in whole or in part, please provide a written explanation identifying the specific statutory exemption(s) being applied, as required by OPRA.
