Response to this request is long overdue. By law, under all circumstances, New Jersey School Boards Association should have responded by now (details). You can complain by requesting an internal review.

To the OPRA Records Custodian, New Jersey School Boards Association:

Pursuant to the Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I hereby request access to the following government records:

Request 1 - Member Census: Board Member Roster

All records comprising or derived from the NJSBA Member Census as maintained at njsba.org, including for each school board member currently on file:
1. Full name
2. District name
3. County
4. Board position/title (e.g., President, Vice President, Member, Delegate)
5. Email address
6. Phone number (if maintained)
7. Term expiration date or year (if maintained)
8. Date of most recent census update per district

Request 2 - Member Census: District-Level Directory

For each of the approximately ~580 member districts, the name and contact information of the Board Secretary and Superintendent as maintained in the NJSBA directory.

Basis for access: The New Jersey Supreme Court has held that records of public bodies and quasi-public entities exercising governmental functions are subject to OPRA. The NJSBA receives public funds, serves a public regulatory function under Title 18A, and its member census is updated pursuant to statutory reorganization requirements. Email addresses of public officials in their official capacity are government records under N.J.S.A. 47:1A-1.1. See also Burnett v. County of Bergen, 198 N.J. 408 (2009).

Format requested: Electronic delivery via email in CSV, Excel (.xlsx), or any delimited flat-file format. A single file covering all districts is preferred. If records are maintained per-district, a ZIP archive of individual files is acceptable.

Please respond within seven (7) business days as required by N.J.S.A. 47:1A-5(i).
