Pursuant to N.J.S.A. 47:1A-5(h), if this request has been received by any officer or employee other than the proper records custodian, that recipient shall either forward this request to the custodian of the record or direct me to the custodian of the record. Accordingly, if your agency’s practice is not to accept OPRA requests through the present recipient, please provide the name, title, and email address of the proper custodian; otherwise, please forward this request internally as required by law.

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Accounting and receipt records
Any accounts receivable ledger entries, accounting system transaction records, receipt records, or other financial records reflecting the Borough’s receipt of funds categorized, described, or coded as reimbursement, repayment, or recovery of academy training costs or expenses, including but not limited to tuition, equipment, uniforms, uniform allowances, medical examinations, psychological examinations, background investigations, fingerprinting, administrative processing, labor costs, clerical or supervisory time, and any other direct or indirect onboarding, hiring, appointment, or training-related costs, under any Special Law Enforcement Officer Class I or Class II reimbursement agreement, for the period January 1, 2024 through present.
Written repayment demands or notices
Any formal written demand letters, repayment notices, invoices, or written communications issued by the Borough or Borough counsel to any Special Law Enforcement Officer Class I or Class II seeking repayment pursuant to a reimbursement agreement, dated January 1, 2024 through present.
Settlement or repayment agreements
Any final settlement agreements, repayment agreements, or written arrangements executed between the Borough and any individual relating to repayment of academy training costs or reimbursement obligations associated with Special Law Enforcement Officer Class I or Class II training, dated January 1, 2024 through present.
Invoices or billing records issued to other public entities
Any invoices, bills, reimbursement requests, intergovernmental billing records, statements, accountings, or other written demands for payment issued by the Borough to any other public entity for reimbursement, repayment, or recovery of police academy or law enforcement training costs or expenses associated with any Special Law Enforcement Officer Class I or Class II, including but not limited to tuition, equipment, uniforms, uniform allowances, medical examinations, psychological examinations, background investigations, fingerprinting, administrative processing, labor costs, clerical or supervisory time, and any other direct or indirect onboarding, hiring, appointment, or training-related costs. This includes, but is not limited to, invoices or billing records issued to any municipality, county, institution of higher education, other state agency, interstate agency, authority, board, commission, college or university police department, sheriff’s office, prosecutor’s office, state police agency, or any other local, county, state, regional, bi-state, or public law enforcement or governmental entity, for the period January 1, 2024 through present.
Templates, form agreements, and written policies
Any blank, template, model, form, or standard versions of repayment agreements, demand letters, settlement agreements, or written policies, directives, or procedures used by the Borough in connection with reimbursement of training costs for Special Law Enforcement Officer Class I or Class II positions, including any current or prior versions in use during the period January 1, 2024 through present.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
If any responsive records contain personal identifying information, I request that such information be redacted pursuant to N.J.S.A. 47:1A-5(g), and that all reasonably segregable portions be released.
If the custodian is unable to comply with any portion of this request, please indicate the specific basis therefor in writing, identify the particular record or portion thereof being withheld, and promptly return that response. If the custodian asserts that part of a particular record is exempt from public access, please delete or excise only that portion asserted to be exempt and promptly permit access to the remainder of the record. If access to any portion of this request is denied, please cite the specific statutory, regulatory, privilege-based, or other legal basis for the denial with sufficient particularity to permit meaningful review, rather than in conclusory or generalized terms, and release all non-exempt and reasonably segregable portions. Please also note that, in any proceeding challenging a denial of access, the public agency bears the burden of proving that the denial is authorized by law.
