Request for Vacant/Abandoned, Delinquent and Various Other Properties
Dear Woodbury Heights Borough,
I appreciate your consideration of the following matter. Under OPRA and the Common Law Right of Access, I am requesting a current list of records for each of the following be delivered via e-mail:
1) All abandoned/vacant residential properties (Property Class 2)
2) All condemned properties
3) All residential properties with delinquent taxes
4) All residential properties for which a Lis Pendens notice has been filed or that are currently in probate
5) All properties that are absentee-owned
6) All properties with delinquent water and sewer which date back up to 1 year, including amounts owed
7) All properties currently listed with water shut-off notice
8) All properties with code violations, including the type of violation
9) All properties with notices of abatement

Dear J. Womack,
The official Records Custodian, Property Registration Champions,
LLC, dba PROCHAMPS, received your OPRA request on July 3, 2020. As such,
the seven (7) business day deadline to respond to your request is July 14,
2020. This response to your request is being provided to you on the
4th business day after the custodian’s receipt of said request.
Your OPRA request sought access to the following:
1) All abandoned/vacant residential properties (Property Class 2)
2) All condemned properties
3) All residential properties with delinquent taxes
4) All residential properties for which a Lis Pendens notice has been
filed or that are currently in probate
5) All properties that are absentee-owned
6) All properties with delinquent water and sewer which date back up to 1
year, including amounts owed
7) All properties currently listed with water shut-off notice
8) All properties with code violations, including the type of violation
9) All properties with notices of abatement.
At this time, we request clarification of your OPRA request because your
current request is overbroad and fails to identify with reasonable clarity
the specific government records sought, as is required.
For the sake of clarity, we can provide you access to “properties” which
have been Registered through the Custodian’s system on behalf of the
community. So, for example, your request could state you want access to:
1) All Registered abandoned/vacant residential properties (Property Class
2)
4) All Registered residential properties for which a Lis Pendens notice
has been filed or that are currently in probate
5) All Registered properties that are absentee-owned
8) All Registered properties with code violations, including the type of
violation
Based on the information provided above, please respond in writing and
identify the specific government records sought so that we may process
your request.

Thank you for your response. Per the request from ProChamps, I have provided clarification that I hope is helpful in fulfilling request.
We request a property record, including the name and address of the current owner, the block and lot number and any relevant amouts outstanding for properties that meet the following criteria or that fall within the specified category, including:
1) All abandoned/vacant residential properties (Property Class 2) that are currently on the Borough's actively maintained list;
2) All properties that have been condemned in the last 12 months;
3) All residential properties that currently have delinquent taxes;
4) All residential properties for which a Lis Pendens notice has been filed within the past 12 months or that are currently in probate;
5) All properties that are absentee-owned or that are currently permitted rentals;
6) All properties with delinquent water and sewer which date back up to 1 year, including amounts owed;
7) All properties currently listed with water shut-off notice issued in the past 12 months;
8) All properties with code violations, including the type of violation for the period beginning 1/1/2018 to present;
9) All properties with notices of abatement for the period beginning 1/1/2018 to present.
