Request for records related to the Ocean County Sheriff's Office's use of Flock Safety ALPR cameras, including policies, contracts, search logs, audits, and data sharing.
Dear Ocean County Sheriff's Department,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. Contracts, purchase orders, invoices, renewals, and all agreements with Flock Safety.
Grant applications, grant awards, or other funding records used to purchase or operate the system.
2. All policies, procedures, directives, SOPs, and training materials governing Flock camera use.
3. The complete list of camera locations (or installation records if location lists are withheld).
4. Records showing when each camera was installed, activated, relocated, or removed.
5. User manuals, administrator guides, and configuration documents provided by Flock.
6. Search logs/audit logs showing every search conducted, including:
7. Date and time
8. User or badge number (if releasable)
9. Agency conducting the search
10. Search reason or case number
11. Search type (plate, vehicle attributes, person search, etc.)
Audit reports showing user activity and system access.
12. Records showing which outside agencies have access to Ocean County's Flock cameras.
13. Records identifying all agencies with which Ocean County shares Flock data.
14. Memoranda of Understanding (MOUs) or data-sharing agreements related to Flock.
15. Data retention policies and deletion schedules.
16. Privacy impact assessments or legal reviews concerning Flock.
17. Records of complaints, misuse investigations, audits, or disciplinary actions involving the 18. Flock system.
Statistics showing:
Number of searches performed
Number of camera "hits"
Arrests attributed to Flock
Recovered stolen vehicles
Cases solved using Flock
19. Emails between the Sheriff's Office and Flock Safety discussing implementation, expansion, maintenance, or operation of the system.
