Dear Lakewood Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

A list of vehicles that were issued to any individual for that individual’s regular use, including the make, model, year, license number, identification number, type, and description of the vehicle and to whom it was issued (name, department, title, rank), and circumstances for issuance, owned, leased, or provided by your municipality between July 31, 2019, and July 31, 2024

Any and all reports made to the municipality or contracted by the municipality to be made into the emergency services, law enforcement, fire, emergency medical services, first aid, rescue, emergency management organizations, in the timeframe of January 1, 2013, and December 31, 2023. This includes any studies or analysis of the actions or responses of the agencies.

List of all emergency calls in your municipality that were handled by an outside agency or mutual aide in the timeframe of July 31, 2019, and July 31, 2024.

The Township is in receipt of your OPRA request dated 10/4/2024, as such
the seven business days to respond is 10/16/2024.  Please note that the
Township is closed on 10/14/2024.

In regards to your request in the first paragraph, beginning with
“Documents, correspondences, letters, messages . . .December 31, 2023.  
Please note that OPRA is a request for a specific document.   A proper
request under OPRA must identify with reasonable clarity those documents
that are desired, and a party cannot satisfy this requirement by simply
requesting all of an agency's documents, nor can a requestor simply pick a
topic and request the custodian to identify and provide all records
thereto.  OPRA is a search for a government record that exists, not
research.  See Bent v. Stafford Police Department, 381 N.J.Super. 30, 37
(App. Div.  2005). Custodians are not required to conduct research or
create new records in response to an OPRA request.   Additionally, as per
Elcavage v. West Milford Twp. (Passaic), GRC Complaint No. 2009-07 (April
2010), a proper request for correspondence/emails etc. requires that a
from/to is identified,  a date range as well as a topic.  The above does
not identify any person who would have sent such correspondence or any
organization where a record would be sent to but rather relies on the
Township to first figure out who or what department may have received or
sent such correspondence as research to see if any item exists. Please
note that OPRA is not a research tool for requestors to force government
entities to identify and siphon off information.  Custodians are not
required to do research to fulfill an OPRA request. See MAG Entm’t LLC v.
Div. of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005);
