Ms Kennedy,
Please see below for comments regarding how your request was fulfilled by this office; certain searches were modified to limit records produced to what would be meaningful for you. All responsive records are attached. There are numerous duplicates in the records produced because the various search-words you requested often appear in the same document - resulting in that document being produced multiple times.
Portions of your request have been denied in accordance with N J.S.A. 47:1A-1, and based on a public agency's responsibility and obligation to safeguard from public access a citizen's personal information with which it has been entrusted when disclosure thereof would violate the citizen's reasonable expectation of privacy. The portions of the email records to which access has been denied involve the redaction of telephone numbers for individuals who are not elected or appointed officials, as well as the personal email addresses for the same individuals. In the case of email addresses, only the personal identifier has been withheld, the domain information has remained intact. Each redaction is evident within the document as a solid black line, and in most cases the redacted content is labeled. When not labeled, the context makes it clear what was redacted. You have a right to challenge the decision by the City of Northfield to deny access. To do so, you may contact the GRC by phone at: 1-866-850-0511, by e-mail at [email address], or review the GRC web site at www.nj.gov/grc for information and to register your complaint.
Your request is complete.
Regards,
Mary
