I am writing to request an internal review of Hackensack City's handling of my OPRA request 'Request for Dashcam/Bodycam footage'.

There is missing Dashcam file. Present data on the disc retrieved includes MP4 file of Bodycam footage filename "3000011127_220928_16353" along with .XML and .JPG file of same name (3000011127_220928_16353). There is a screenshot .JPG file of dashcam footage filename "073206_220928_163352_3" along with .XML file of same name (073206_220928_163352_3).

I am requesting .mp4 file of "073206_220928_163352"/Dashcam footage

Hello,

 

Please see the below from the Hackensack Police Department pertaining to
your request from the previous email:

 

Attached please find case detail for Mr. Brito – one motor vehicle
recording and one body worn camera video were provided on one disk – no
other responsive video records found.

 

I reviewed the disc prior to releasing the footage to you and both the
Body Worn Camera footage and Dash Camera footage were provided and
viewable.

If you are viewing the disc file in a computer folder, please select
“Autoplay” which should pop up a new program where the two videos can be
played. Kindly click on each individual video file when you would like to
view them as they are separate video files so they will not automatically
play one after another.

Dear Taylor O'Brien,
The "autoplay" file you are referring to is an .exe file...that is not compatible with apple mac computers and is a file that is exclusively only for PC computers. I am not on a PC, I am on a Macbook which is why im requesting the MP4 video file which is compatible with both apple and macs.

I asked for footage/video files not software files that require an installation of 3rd party software.

I am requesting the original .mp4 file of the dashcam footage.

Hello,

The program that the Police Department uses does not have the capability of changing the file format. It is not possible to change the footage from a .exe file to the .mp4 you are requesting and the City is not required to maintain records to cater to specific criteria as it cannot create a record, only provide responsive records as they are currently maintained. The City has fulfilled the OPRA request by providing you with the responsive records as they are maintained by HPD.
You will need to view the footage from a PC if you are having trouble with the computer you are currently using.
