Request for communication between the council, mayor crate, and the police force.
Dear Brick Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Please provide any and all documented communication the council and mayor had with the police force from 09/01/2023 to 09/26/2023.
Yours faithfully,
Resident of Brick
I have received your below OPRA request for Communications. However, the request is overly broad and not a valid OPRA request.
As per Elcavage v. West Milford Twp. (Passaic), GRC Complaint N. 2009-07 (April 2010): The Council held that "an OPRA request for an e-mail or e-mails shall therefore focus upon the following four (4) characteristics:
1. Content and/or Subject
2. Specific date or range of dates
3. Specific Sender and/or
4. Specific Recipient
In accord with MAG, supra, and its progeny, in order to specifically identify an e-mail, OPRA requests must contain: (1) the content and/or subject of the email, (2) the specific date or range of dates during which the e-mail was transmitted or the e-mails were transmitted, and (3) a valid e-mail request must identify the sender and/or the recipient thereof."

Dear Jessica Larney,
I appreciate your response and clarification regarding the specific requirements for an OPRA request. To align with the guidelines provided, I would like to amend my previous request as follows:
I am requesting access to documented communications sent or received by the Mayor, Lisa Crate, and members of the Council (Council President Heather deJong, Council Vice President Andrea Zapcic, Councilman Perry Albanese, Councilman Derrick T. Ambrosino, Councilman Vince Minichino, Councilwoman Marianna Pontoriero, and Councilwoman Melissa Travers) to or from the Brick Township Police Force or Chief, David Forrester. These communications should pertain to matters related to crime or criminal actions, specifically covering the period from 9/01/2023 to 09/26/2023.
Thank you for your assistance in ensuring the clarity and validity of my OPRA request.
Yours sincerely,
Brick Resident
Dear Mr. Vazquez,
Your amended request below was still a bit too vague with only using the subject of "crime" and "criminal actions". However, our IT personnel were able to find the attached emails. If you have more specific subject matters please file a new request.
Sincerely,
Jessica L. Larney, RMC/CMR
