To the OPRA Records Custodian, New Jersey Department of Education:

Pursuant to the Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I hereby request access to the following government records maintained by or on behalf of the School Ethics Commission:

Request 1 - Complete List of Current School Officials (SEC Filing System)

The complete list of school officials currently registered in the School Ethics Commission's electronic disclosure filing system, as maintained pursuant to N.J.S.A. 18A:12-25 and 18A:12-26, including for each registered official:
1. Full name
2. District name
3. NJ DOE district code
4. County
5. Official's position (board member, board president, superintendent, etc.)
6. Most recent disclosure filing year on record
7. Filing status for the most recent completed filing year (filed/not filed)

Request 2 - Historical Disclosure Filer List (2019-Present)

The names, districts, and positions of all individuals who filed Personal/Relative and Financial Disclosure Statements with the School Ethics Commission for filing years 2019 through the most recently completed year, in a single consolidated export if available.

Request 3 - District-Level List of School Officials

The "list of school officials" maintained by the Department under N.J.S.A. 18A:12-26(b), identifying all board members by district for the current school year.

Basis for access: Disclosure filings under N.J.S.A. 18A:12-25 and 18A:12-26 are mandatory for all school board members. The list of persons required to file - and the fact of whether they have filed - is a government record under OPRA. Individual disclosure statements, to the extent they contain required public information about official conduct, are also subject to OPRA. See N.J.S.A. 47:1A-1.1 (defining "government record"). Names and official titles of public officials are not exempt from disclosure.

Format requested: Electronic delivery via email. A single flat file (CSV, Excel, or pipe-delimited) covering all districts is strongly preferred. If records are maintained per-district or per-year, a ZIP archive is acceptable. I do not require the full text of individual disclosure forms - a roster export from the filing system satisfies this request.

Please respond within seven (7) business days as required by N.J.S.A. 47:1A-5(i). If any portion of this request requires additional time, please identify which specific portions and the anticipated completion date.
