Reports and Communicatons between Haddonfield and NJDEP on Borough Landfill Below Crows Woods Recreational Fields

Dear Haddonfield Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. Request from Haddonfield Borough all engineering and consultant investigations and final reports related to the 2023 Haddonfield Landfill disruption permit and any Closure - Post Closure Planning documents for landfill under the Crows Woods recreational fields for dates between 2020 and 2026

2. Request from Haddonfield Borough their 2024 application to the New Jersey Department of Environmental Protection (NJDEP) for a "Hazardous Discharge Site Remediation Fund (HDSRF) grant to investigate and develop a closure plan for the town landfill.

3. Request a copy of the "Redevelopment Plan for Crows Woods Recreational Fields" outlining the placement of artificial turf fields on the landfill once it is closed (as referenced in the HDSRF Grant Application.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Thank you for your OPRA request. Kindly be advised that due to the amended statute governing all requests (N.J.S.A. 47:1A – 1 et seq) the attached request form should be utilized effective September 3, 2024.

Kindly be advised that I do not have your original request for reference. Please forward so I can retain for the records.

Although the attached request is highly encouraged to be used, if a requestor does no choose to utilize the form, the three questions must be answered in the emailed request. Kindly answer the following:

Dear Bernadette Green,

The NJSA 14:1-1 citation you give for not responding to my OPRA request is just a list of definitions in the code and not a justification for refusing. And obviously because it’s in the same email thread as my original request you should be able to see my detailed information requested. And in reply to the questions you posed my answers are all no! Please forward the information requested.
