Dear Hudson County Prosecutor's Office,

Please accept this electronic request for public records made under OPRA and the common law right
of access. I am not required to fill out an official form or use a particular software platform to submit
my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the
information required on the adopted form shall suffice in place of a completed form as a valid
government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state,
or the United States.
I WILL NOT use the requested government records for a commercial purpose.
Records requested:
This request specifically seeks the following clearly identifiable records that are known to have been in the possession, custody, or control of the Hudson County Prosecutor’s Office in connection with my criminal matter:
1. One (1) specific video file: The surveillance footage recorded on March 10, 2023, between 9:00 a.m. and 5:00 p.m., from the U.S. Postal Service Greenville Station located at 137 Ocean Avenue, Jersey City, NJ 07305, depicting the lobby and customer service counter area — the same footage relied upon by the prosecution in State v. Brian Bramble Complaint/Case No.:
0906S2023000901 (Jersey City Municipal Court).
2. One (1) chain of custody record or transmission record indicating the receipt, storage, or review of the above video file by the Hudson County Prosecutor’s Office, the Jersey City Police Department, or any associated agency.
3. Transmittal or correspondence (including emails or discovery logs) between the Hudson County Prosecutor’s Office and the U.S. Postal Inspection Service, U.S. Postal Service, or Jersey City Police Department concerning the transfer, review, or destruction of said video.

This request does not seek “any and all” documents, but only these three specifically described records directly tied to a known criminal case and court proceeding.

Please be advised that this video evidence was referenced by the presiding judge on the record in open court during proceedings in State v. Brian Bramble, most recently discussed on August 18, 2025, and reviewed by the prosecutor between August 18–21, 2025, prior to the case’s ultimate dismissal on August 21, 2025.

Accordingly, a response stating that “there is no record” would conflict with the factual record and representations made by the presiding judge in open court. If the video was transferred to another agency or is held under a different case file name, please identify the custodian or location of the record.

Given the video’s material use in a criminal proceeding, this record is not exempt under OPRA and must be retained and disclosed pursuant to both Brady v. Maryland, 373 U.S. 83 (1963) and N.J.S.A. 2C:64-7 (governing custody of evidentiary property).

I respectfully request a written response within the statutory timeframe and, if access is denied, a detailed explanation specifying the statutory exemption relied upon.
