Records supporting payroll hours reported for Fire Prevention Official Denny Knubel
Dear Oakland Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
This request is a follow-up to OPRA Request No. OP647-2026.
The records previously produced reflected payroll-period totals and hours paid. This request is not intended to duplicate my prior request. Rather, it seeks any existing records maintained by the Borough that document, support, submit, approve, certify, or verify the hours reflected in those payroll records.
Pursuant to the Open Public Records Act, I request copies of the following records for Denny Knubel in his capacity as Fire Prevention Official and/or Fire Inspector for the Borough of Oakland for the period January 1, 2023 through the present:
Any employee-submitted daily or weekly hour reports, payroll certifications, payroll vouchers, or other records submitted by Mr. Knubel identifying the dates and hours worked.
Any records identifying the specific dates worked and the number of hours worked on each date.
Any records approving, reviewing, certifying, or verifying the hours submitted for payroll purposes, including supervisor approvals or certifications.
Any work schedules, inspection schedules, appointment calendars, assignment logs, inspection logs, or similar records maintained by the Borough identifying work performed by Mr. Knubel on specific dates.
Any inspection reports, permits, certificates, notices of violation, or other Fire Prevention records prepared or signed by Mr. Knubel that document work performed on the dates for which payroll hours were reported.
Any emails or written communications submitted by Mr. Knubel for the purpose of reporting or verifying hours worked for payroll purposes.
If no records exist responsive to any portion of this request, please so state in writing. If the Borough relied upon records other than those specifically identified above to calculate, approve, or pay the hours reflected in the payroll records previously produced, please provide those records.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Respectfully,
Michael O'Neill
