Records showing Caldwell reported untreated sewage discharges per N.J.A.C. 7:14A-6.10
Dear Caldwell Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

All records since January 1, 2018 documenting that Caldwell has reported to the NJ DEP or has caused others to report to the NJ DEP each untreated discharge from the sanitary sewage collection system in Caldwell and the sanitary sewage collection system in West Caldwell for which Caldwell is responsible for reporting or for which Caldwell has assumed responsibility for reporting, as required by https://www.nj.gov/dep/dwq/erp_home.htm and N.J.A.C. 7:14A-6.10. Discharges from the sewage treatment plant operated by Caldwell are excluded.
All "Division of Water Quality Facility Status Report Form for Wastewater Systems", see https://www.nj.gov/dep/dwq/pdf/facil-sta..., forms on the same subject submitted by or on behalf of Caldwell since January 1, 2018.
All records since January 1, 2018 documenting that Caldwell has reported the same discharges to downstream drinking water purveyors and their local departments of health.

The records you transmitted have nothing to do with my request. Please carefully read my request then provide the requested records.
I requested records regarding the sewage collection system and specifically excluded the sewage treatment plant. You provided 2 records regarding the sewage treatment plant.

Good morning, Mr. Wilcox,
I apologize for not responding to the September 17^th email. I just went
back and read the email and saw the comments on the records provided. I
have resent the OPRA to the company that manages and operates the sewer
treatment plant, and have asked that they review the OPRA again. I will
have to go to our off-site storage again to see if the Borough has any of
the report forms on file. I apologize, I suppose that both myself and the
sewer plant operators did not understand your request, if the wrong
records were provided. we will continue to review the request and gather
the appropriate records to respond to your original request.
