Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

Rowan University received of your January 12, 2026, OPRA request for Brian Ewer's and Christina Klemp's calendar entries from January 1, 2023, to the present. Rowan University’s response is due within seven (7) days which is January 21, 2026. I was advised that reviewing and coalescing three years' worth of calendar entries for any duplication, confidential or non-relevant information which may need to be redacted is very time consuming and a significant disruption to the employees' work day.
In these circumstances, under OPRA, Rowan is entitled to a reasonable extension of one-week until January 28, 2026, to provide a response. N.J.S.A. 47:1A-5(i)(1), Rivera v. City of Plainfield Police Dep’t (Union), GRC Complaint No. 2009-317 (May 2011), Criscione v. Town of Guttenberg (Hudson), GRC Complaint No. 2010-68 (November 2010), Stevens v. NJ State Police, GRC Complaint No. 2023-303 (October, 2025).

As you are aware, Rowan has been working on responding to your request for Brian Ewer's and Christina Klemp's calendar entries from January 1, 2023, to the present. This is the first time request for employees' calendars. It turns out to be much more complicated than initially thought. I am working with our IRT department to find a workable format.
Due to the unanticipated complications and the scope of the work that will need to be done, Rowan University will need an extension in order to provide a response. I am expecting to get the results by the end of the week. At that time, I will be able to provide you with an anticipated response date.

As indicated below, I was waiting for Rowan's IRT department on the logistics of responding to your request. IRT was able to set up a search which resulted in close to 19,000 results. In light of this, you have the option of narrowing your request. As some guidance, you can provide some specifics of what you are looking for, such as the content, subject, etc. You can also narrow the time frame of the request. Without this, Rowan University cannot comply with the request without a significant disruption to Mr. Ewan's and Ms. Kemp's day-to-day functions as they are the only people who can go through their calendars to review for information that needs to be redacted due to confidentiality and privacy protections. Bent v. Township of Stafford Police Department, 381 N.J.Super. 30, 37, 884 A.2d 240 (App.Div. 2005).
If you do not wish to narrow the scope of your request, OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5. As explained above, your request involves an extensive amount of work.
OPRA mandates that the requestor has the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. Rowan estimates that it will take approximately 8-12 hours to complete your request. For Ms. Klemp, the fee will be between $444-$666 ($55.56 an hour). For Mr. Ewan, the fee could be approximately $609-$1,055 ($87.93 an hour). The total could be approximately $1,053-$1,721. Due to the nature of the request, Ms. Kemp and Mr. Ewan are the only employees who can do this work. A refund will be provided if the project is completed sooner than expected.
In the alternative, you also have the option to narrow your request.
Rowan will not begin until you let me know how you want to proceed. Accordingly, Rowan’s response time will be suspended until I hear back from you. Please feel free to contact me to discuss this further.

This narrowed scope covers eight non-consecutive months and should significantly reduce volume while still providing representative calendar information across the timeframe.
If Rowan maintains that this narrowed request remains unduly burdensome, please identify with specificity the particular task(s) that create the burden, the estimated time required for each task, and why the review or redaction cannot be performed by lower-paid qualified personnel or through reasonable technological means. OPRA requires agencies to make reasonable efforts to segregate exempt from non-exempt material and to employ the least burdensome and least costly means of compliance.
Please retain the original request for expense and reimbursement records (item 3) from January 1, 2023, to present. These records should be relatively low-volume and should not require extraordinary review or a special service charge.
Please confirm:
Whether this narrowed scope eliminates the need for a special service charge (or, if not, provide a revised, itemized estimate using the lowest-paid qualified employee rate, consistent with N.J.S.A. 47:1A-5(c) and GRC guidance); and

I object to the use of Mr. Ewan’s and Ms. Klemp’s personal hourly rates for review or redaction, as such work may be performed by lower-level qualified staff.
