Dear Warren County Prosecutor’s Office:

Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., and the amendments effective 2024, I hereby renew and restate my prior OPRA requests of September 24, 2025 and October 20, 2025, as follows:

I request access to the following public records maintained by the Warren County Prosecutor’s Office or any affiliated law-enforcement entity, including but not limited to the Child Advocacy Center (CAC) or the Morris County Prosecutor’s Office:

1. The complete training, certification, and course attendance records of Detective Jamie (or Jaime) Russoniello / Rosanelle, including all training related to child forensic interviewing, Finding Words / ChildFirst, RATAC methodology, or any comparable child forensic interview protocol.

2. Any curriculum materials, syllabi, instructor guides, or course completion certificates reflecting completion of training in forensic interviewing, use of anatomical dolls, or child-witness suggestibility.

3. Any letters, memoranda, or certifications issued to or from the New Jersey Division of Criminal Justice, the National Children’s Alliance (NCA), or the Children’s Advocacy Center (CAC) verifying Detective Russoniello’s qualifications, credentialing, or authorization to conduct forensic interviews.

4. Any press releases, salary records, public employee rosters, or personnel announcements identifying Detective Russoniello / Rosanelle as an employee or representative of a county or state prosecutor’s office.

Purpose and Clarification of Scope

This request is made for the purpose of public accountability and verification of professional qualifications of law-enforcement personnel engaged in child forensic interviewing, particularly where those methodologies are subject to scrutiny under State v. Olenowski, 253 N.J. 133 (2023), and Daubert v. Merrell Dow Pharmaceuticals, Inc., 509 U.S. 579 (1993).
This request is not made as discovery under R. 3:13-3 or any other criminal rule, and it is not “in connection with” a pending litigation, but solely in furtherance of the public’s statutory right of access to government records.

Statutory Certification (N.J.S.A. 47:1A-5(f)–(g))

I, William N. Sosis, Esq., hereby certify pursuant to N.J.S.A. 47:1A-5(f) and (g) and N.J.S.A. 2C:28-3 (false swearing) that:

1. I am not seeking the requested records in connection with or for use in any current or pending litigation;

2. The purpose of this request is to obtain information of public concern regarding law-enforcement training and qualifications;

3. I understand that knowingly submitting a false certification constitutes a criminal offense.

Notice Regarding Response Time

Pursuant to N.J.S.A. 47:1A-5(i), the custodian of records must grant or deny access within seven (7) business days of receipt of a valid request. Because substantially identical requests were submitted on September 24 and October 20, 2025, this request should be considered a continuation of those filings. The agency therefore has already had more than sufficient time to identify responsive records.

Accordingly, responsive records should be produced no later than seven (7) business days from receipt of this request. Any further delay would constitute an unreasonable denial under N.J.S.A. 47:1A-6, subject to judicial review and the assessment of counsel fees.
