Attached are the remaining contracts and correspondence I found pertaining to your OPRA request. If these were not the documents you were seeking, please be more specific with your request as a request for "all correspondence" is not a valid OPRA request as per Appellate Court Division decision Elizabeth Mason v. Hoboken - Docket No. A-0508-06T5, that states specificity is required for a proper OPRA request. The court noted that OPRA was not intended to be used as a fishing expedition or as a research tool to compile unknown documents and that a person must know which records he or she wants and ask for those specific documents. You would need to be more specific with request to tell us the exact type record you are seeking (i.e., an email, a letter, resolution, etc.), dates of records, or other pertinent information so that we can find the records. Pursuant to MAG Entertainment, LLC v. Div. of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005), "OPRA does not countenance open-ended searches of an agency's files" and requires requested documents to be identified with "reasonable clarity." Additionally, pursuant to Burke v. Brandes, 429 N.J. Super. 169 (App. Div. 2012), a request for correspondence with another government entity was deemed valid since it "was confined to a specific subject matter that was clearly and reasonably described with sufficient identifying information." The request in Burke was "neither vague nor overbroad" since it "described the records sought with the requisite specificity and narrowed the scope of the inquiry to a discrete and limited subject matter."
