Dear West Caldwell Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. Property Specific Communications (25 Dodd Road): Any and all correspondence, emails, internal memoranda, violation notices, or reports regarding the property located at 25 Dodd Road, specifically regarding "Sober Living," "occupancy," or zoning violations from January 1, 2023, to present.

2. Township-Owned Property Negotiations (Block 800, Lots 9 & 10): Any and all records, correspondence, emails, or draft agreements regarding the potential sale, lease, transfer, or redevelopment of Block 800, Lots 9 and 10 (properties owned by the Township of West Caldwell). This specifically includes any communications between Township officials and Pio Costa Enterprises (or their representatives/LLCs) regarding these lots.

3. Redevelopment & Assemblage Communications: Any and all correspondence, meeting minutes, or planner reports regarding the inclusion of Block 800 in a "Redevelopment Area" and any communications discussing the assemblage of lots within Block 800 for the proposed apartment complex.

4. Township Affordable Housing & 145 Ravine Avenue: Any and all records, deeds, contracts, or correspondence regarding the ownership, acquisition, or designation of 145 Ravine Avenue (Block 901) as part of the Township's Fair Share Housing Plan. Specifically, any records comparing this property's use to the "Sober Living" use at 25 Dodd Road.
