Records Re: April 1, 2026 OPRA Request and Search Protocol (Bhuptani E-Bike Video)
Dear Livingston Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
A true and complete copy of the April 1, 2026 OPRA request submitted by "livunitedagainstcorruption," including any internal assignment ticket, control number, routing memo, or intake record generated by the Clerk, IT, or any other department upon receipt.
A true and complete copy of the township's written response to that prior request, including all attachments, cover correspondence, and a complete inventory of the Google Drive folder contents previously made available.
All records reflecting the search protocol used to respond to the April 1, 2026 request, including (a) the written search request sent to the IT Department, (b) the list of custodians searched, (c) the date ranges searched, (d) the exact keyword list run, (e) any search results reports or hit reports generated, and (f) any correspondence between the Clerk's Office and IT, Police, Legal, the Township Manager, or any councilmember concerning the scope, timing, or content of the response.
All communications between the Clerk's Office, Township Attorney, Township Manager, IT Department, Police Department, and/or Deputy Mayor Bhuptani concerning the April 1, 2026 OPRA request, the response thereto, any proposed redactions, or the decision to withhold draft materials as deliberative.
Any township records retention schedule, OPRA response policy, or written procedure governing the handling of the April 1, 2026 request.
Preservation demand: The township is placed on notice to preserve all records responsive to this request and to the April 1, 2026 request, pending resolution of this request and any related administrative, ethics, or judicial proceeding.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
