Under the New Jersey Open Public Records Act (OPRA) and the common law right of access, I am requesting the following records from the Newark Police Department:
1. A copy of any NCIC Missing Person / Child Abduction File entry for minor Alana Mann-Spivey (DOB: 04/30/2021) created in or after August 11, 2025.
2. A copy of the bench warrant and any related arrest warrant issued for Jonelle Mann in connection with this case.
3. All incident reports, case notes, or investigative reports prepared by Newark Police Department related to the removal of Alana Mann-Spivey from Essex County Courthouse on July 11, 2025.
4. Any communications or correspondence (emails, letters, memos) between Newark Police and other agencies (DCPP, PA law enforcement, FBI) regarding the location or recovery efforts for Alana Mann-Spivey from July 26, 2025 to present.

“Records of NCIC entry, warrant, and investigative actions regarding Alana Mann-Spivey abduction, July–Aug 2025.”

As a reminder, OPRA requires a response within seven (7) business days of receipt. If any portion of the requested records is determined to be exempt, please provide all reasonably segregable portions of the records, redacting only the specific exempt material, and cite the legal basis for each redaction in accordance with N.J.S.A. 47:1A-5(g).
