Records for MVA that occurred 12/31/17 on Route 70

This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.
Records requested:
1) Any incoming 911 call audio recordings related to the MVA that occurred on Route 70 around 9pm.
2) MVA report
3) Body camera footage from responding officer(s).
4) Any patrol vehicle camera footage from responding officer(s).

Good Afternoon Mr. Martinez,
In response to your records request 1/3/418, Attached you find the MVA
report.
I will also forward the call from the County reporting the crash.
Manchester Police Department does not use body cameras.
The video portion of your request is going to require redactions to be
made since juveniles were involved. We (Manchester Township) do not have
the ability to redact video footage, therefore this will need to be
handled by an outside source. You will be responsible for any costs
included in this redaction process. We can provide you with the other
information in your request, but the video portion will need an extension
of time.
I can provide you with the rates for the outside company that performs the
video redaction and you can determine if you would like us to proceed. At
that time, if you decide to proceed with this request we will require a
$50.00 (nonrefundable) deposit.
Once the deposit is received, we will move forward with the redaction
process and you will be responsible for the balance.
Special Service Charge:
· “Whenever the nature, format, manner of collation, or volume of
a government record embodied in the form of printed matter to be
inspected, examined, or copied pursuant to this section is such that the
record cannot be reproduced by ordinary document copying equipment in
ordinary business size or involves an extraordinary expenditure of time
and effort to accommodate the request, the public agency may charge, in
addition to the actual cost of duplicating the record, a special service
charge that shall be reasonable and shall be based upon the actual direct
cost of providing the copy or copies …” N.J.S.A. 47:1A-5.c.
