Records concerning the compensation of Township Administrator Brandon E. Umba, including compensation arising from shared services with Medford Township
Dear Southampton Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
N.J.S.A. 47:1A-10 expressly requires disclosure of an individual's name, title, position, salary, payroll record, length of service, and the amount and reason for any change in salary. Each item below falls within that language, within N.J.S.A. 47:1A-1.1, or both. Contracts, resolutions, shared services agreements, invoices, and payment registers are not personnel records.
Period: January 1, 2024 to the date of fulfillment, except where noted.
Employment and salary
1. Mr. Umba's employment agreement as Township Administrator, with all amendments, addenda, and extensions.
2. All resolutions appointing, reappointing, or setting the terms of his employment.
3. Each annual salary ordinance in effect, and all resolutions setting or adjusting his salary, including any retroactive or merit adjustment.
Compensation actually paid
4. His payroll record for each year, showing base salary, overtime, longevity, stipends, bonuses, retroactive payments, and total gross wages.
5. Forms W-2 for 2024 and 2025 and the 2026 year-to-date earnings summary, with SSN and home address redacted.
6. Any lump-sum payment: leave or compensatory time payout, severance, retention or performance payment.
7. Any allowance or reimbursement: vehicle or Township vehicle assignment, fuel, cell phone or technology, dues, tuition, travel.
8. Township cost of health and related insurance benefits provided to him, his Chapter 78 contribution, and any health benefit waiver payment.
9. His PERS enrollment or salary certification submitted to the Division of Pensions and Benefits, and any Report of Contributions identifying base salary reported on his behalf.
Medford shared services arrangement
10. The executed shared services agreement with Medford Township for manager and/or administrative services, with all amendments.
11. All Southampton resolutions authorizing, ratifying, amending, or terminating that agreement, including any corresponding to Medford Resolution 91-2026.
12/ All invoices issued to Medford under the agreement and all records of payment received, with dates, amounts, and the revenue line credited.
13. Any cost allocation worksheet, hourly-rate derivation, or salary-and-fringe computation used to calculate the charge to Medford.
14. Any record showing whether payments from Medford are passed through to Mr. Umba, or whether his Southampton compensation was adjusted in connection with the Medford duties.
15. Any record of a separate agreement, stipend, or payment between Mr. Umba individually and Medford Township.
Other
16. Any additional compensation for service in another Township capacity, including as a Class II member of the Land Development Board, and the resolution making that appointment.
17. His Financial Disclosure Statements under N.J.S.A. 40A:9-22.1 et seq. for 2024–2026, to the extent maintained by the Township.
18. Any outside employment or conflict-of-interest disclosure he submitted to the Township.
19. The salary and wage appropriation detail identifying the Administrator's line for budget years 2025 and 2026, and any shared services revenue line for the Medford agreement.
20. Correspondence between any Township Committee member, Clerk, CFO, or Township Attorney and any Medford official, March 1, 2026 to fulfillment, concerning the cost or payment terms of the agreement in Item 10. Limited to financial terms only.
