Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. Municipal appointment/approval
Any City Council resolution, ordinance, approval, adoption, confirmation, or other official municipal action appointing, approving, adopting, or confirming E. Negron as a Parking Enforcement Officer.

2. NBPA appointment/designation received by City
Any New Brunswick Parking Authority resolution, designation, certificate, or other appointment record concerning E. Negron that was received by the City Clerk, City Council, or other City office in connection with his service as a Parking Enforcement Officer.

3. Eligibility and qualification determination
The written eligibility and qualification determination concerning E. Negron prepared by the chief municipal law-enforcement officer pursuant to N.J.S.A. 40:11A-22.4. Exempt personal information may be redacted.

4. General municipal authorization
The ordinance, resolution, agreement, or other official municipal record in effect on August 26, 2026 authorizing the New Brunswick Parking Authority and/or Parking Enforcement Officers serving under its supervision to enforce New Brunswick parking laws and issue parking summonses.
