This is a request for public records made under OPRA and the common law right of access. We write to seek information and records of the City of Orange related to the published report that "69 city officials padded their salaries with $10,000 or more in FEMA funds."

Named in the article are Kathrina Nease, the water superintendent, who earned $156,000 in pandemic relief funds on top of her six-figure salary, followed by the mayor’s cousin and Director of Public Works Raymond Wingfield’s $90,000, and Business Administrator Christopher Hartwyk’s$74,000.
1. Please provide the following information for Katrina Nease, Raymond Wingfield and Christopher Hartwyk: a) title, position, salary, payroll record, length of service, date of separation and the reason for such separation, and the amount and type of any pension received;
2. Records and communications regarding the request to FEMA for payment for the benefit of employees including Katrina Nease, Raymond Wingfield and Christopher Hartwyk;
3. Records and communications between FEMA and the City of Orange regarding such payments.
