Dear Middlesex County Board of Social Services,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

New Brunswick Councilwoman Gaskin's salary with the Board of Social Services.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Dear Mr. Koblan,

The Middlesex County Board of Social Services is in receipt of your OPRA and common law request dated August 18, 2026, requesting the “employment records” and “salary” of Petra Gaskins.

Regarding category #1 of your request, please be advised that the request for “employment records” is denied pursuant to N.J.S.A. 47:1A-10. Pursuant to that provision, employment/personnel records are not government records subject to public access under OPRA. Further, the recognized interest in confidentiality in personnel records outweighs your unspecified interest in such records under the common law. As such, request category #1 is denied under both OPRA and the common law.

Regarding category #2 of your request, attached please find the Board meeting minutes reflecting Ms. Gaskin’s appointment and salary.

Very truly yours,

Stacey Bersani
