Re: K–3 Universal Literacy Screening (DIBELS) Data Reported to NJDOE
Dear Custodian of Records,
In light of the universal literacy screening requirements established within P.L. 2024, c.52, which mandates biannual screenings in grade K-3, and require districts to report screening data to the New Jersey Department of Education beginning in the 2025–2026 school year, I respectfully request the following records:
a) The universal literacy screening results from DIBELS (mCLASS DIBELS 8th Edition) that were reported by the East Brunswick Public Schools, to the NJDOE during the beginning and middle-of-year reporting windows. Please provide the de-identified data actually reported to NJDOE (or in any other de-identified format maintained by the district) stratified by grade level for each administration window (e.g., beginning-of-year, middle-of-year). Per the 7/29/25 NJDOE Bulletin, "Additional Suite of Literacy Resources: High Quality Instructional Materials (HQIM) Guidance, Professional Learning, and Data Collection to Support Early Literacy," reporting requirements include, at minimum, for all students kindergarten through third grade:
- Composite Score and Level;
- Subtest Raw Scores and Levels (Above, At, Below Grade Level Expectation); and
- Grade-specific subtests (e.g., Letter Naming, Phonemic Awareness, Oral Reading Fluency
Please provide the individually submitted reports for each required reporting period.
b) Additionally, please provide the summary or exported reports generated by the district/mCLASS DIBELS 8 that were used to compile and transmit the required K through 3 screening data to NJDOE for both of the required submission periods. For example, this could include school-wide and/or de-identified classroom level data as indicated above.
