Dear Monroe Township School District (Middlesex),

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

1) Any document that describes the basis upon which Chari Chanley is permitted to violate District Policy 8321 by failing to submit evidence of her Ed.D. before allowing the title of Dr. to be appended to her name. Policy 8321 requires school district employees to provide "the District with verification from the institution of higher education of their receipt of the degree or certificate for which the letters are registered" before appending letters to their names.

2) Any document that describes the basis upon which a copy of Chari Chanley's Ed.D. diploma is unlawfully denied under the personnel exemption. Please note that Chari Chanley's Ed.D. does not fall under the personnel exemption if this degree is the basis for Chanley's contract re-negotiation/promotion: "'In Kovalcik v. Somerset Cty. Prosecutor’s Office, 206 N.J. 581 (2011), the Supreme Court held that this exception does not authorize disclosure of all records that “evidence an employee’s educational background or even that evidence an employee’s participation in educational pursuits generally.' Rather, the Court held that the exception makes available only records “that would demonstrate that a government employee lacked a required credential and therefore failed to meet the minimum qualifications for the position.”

In other words, if there is a certain training certificate, license, or degree that must be obtained in order to hold a government position-or to receive a raise or promotion- then the public is entitled to access documents that prove whether or not the employee meets those requirements."

3) Any official evidence such as transcripts or copy of a diploma, that confirms that Chari Chanley has obtained her Ed.D. from Rowan University.

Please be aware that another NJ school district has released a copy of the Ed.D. diplomas of three of their school administrators, which is further evidence that the Monroe Township School District is violating the Open Public Records Act by refusing to release evidence of Chari Chanley's Ed.D. Per district policy, Chari Chanley is also required to submit a evidence of her Ed.D. before appending Dr. to her name in school communications.

At the Monroe Township Board of Education meeting on March 21, 2024, board president Chrissy Skurbe publicly stated that Chari Chanley's Ed.D. diploma is "hanging in her office". If that's the case, why can't you just go to Chari Chanley's office TODAY, take a photograph of her Ed.D. diploma and upload it to opramachine.com to be in compliance with the Open Public Records Act? Chanley claimed to have achieved her doctorate in September 2023 and I filed this OPRA request to see proof of her Ed.D. on February 13, 2024 and it's been six weeks since then and you just can't go into her office, take a picture of it, and release it? The Raritan-Bridgewater School district released the Ed.D. diploma of one of their school administrators as a jpeg picture file, so why can't Monroe? Why are taxpayers paying you, Lisa Goldstein, $40K per year when it has been taking you more than SIX WEEKS go just go into Chari Chanley's office to take a picture of her diploma and release it? It's a 15 minute job. Is real reason it is taking so long is because Chari Chanley has not yet earned the degree and fraudulently obtained a raise for it back in December 2023? Why the excessive delay?

This OPRA request for copies of these Ed.D. diplomas was filed on February 15, 2024 and the Raritan-Bridgewater school district released the diplomas the following week on February 22, 2024.

Why is it taking the Monroe BOE more than six weeks to release information that should be so readily available especially when it is paying an extra $40K for an "OPRA secretary" whose sole task is to fulfill OPRA requests?
