According to the OPRA Amendments signed by the Governor last year, if you
send your request to an individual, the request timeline begins not when
you send it to the individual, but when the OPRA unit receives it.  If you
send it directly to the email above, the timeline issues are gone.

Mr. Noguera,
I just spoke to Georgia about my outstanding OPRA request "Rainone
Coughlin Minchello 2024 Contract and Invoices."  I submitted the request
to you via OPRAmachine on April 29 and we corresponded about this request
on June 5, but I have not received anything further from city.

Dear Newark City,

Please accept this electronic request for public records made under OPRA
and the common law right of access. I am not required to fill out an
official form or use a particular software platform to submit my request
per NJSA 47:1A-5(f), which states that an email from a requestor including
all of the information required on the adopted form shall suffice in place
of a completed form as a valid government record request.
