I request electronic copies of the following government records concerning the City of Hackensack's retention of R3 Strategies and Solutions, LLC, operated by Robert Anzilotti, to assess the Hackensack Police Department:

1. The complete proposal submitted by R3 Strategies and Solutions, LLC and referenced in City Council Resolution No. 494-21, adopted December 7, 2021. This includes the proposed scope of services, pricing, qualifications, schedule, deliverables, attachments, exhibits, and appendices.

2 The complete, fully executed contract between the City of Hackensack and R3 Strategies and Solutions, LLC for the Police Department assessment authorized by Resolution No. 494-21. This request includes all exhibits, attachments, statements of work, amendments, extensions, change orders, and the Extraordinary Unspecifiable Services certification associated with the contract.

3. The final report or reports provided to the City by R3 Strategies and Solutions, LLC or Robert Anzilotti as a result of the Police Department assessment. This includes any document identified as the final report, comprehensive audit, organizational assessment, summary report, executive summary, findings, recommendations, or similar completed deliverable, together with all appendices and exhibits.

4. Any final presentation, slide deck, written summary, memorandum, or recommendations delivered to the City, City Council, City Manager, or Hackensack Police Department by R3 Strategies and Solutions, LLC or Robert Anzilotti concerning the results of the assessment.

5. Any letter, memorandum, or email by which the final report, summary report, findings, or recommendations were formally transmitted to the City.

For clarity, this request concerns the assessment authorized for an amount not to exceed $60,000 under Resolution No. 494-21. The relevant records are believed to have been created or received between December 7, 2021 and December 31, 2022.

Please confirm you have received this request. If no responsive record exists for a particular numbered item, please state that clearly in the response.
