Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I respectfully request access to and copies of public records concerning an incident involving Jeffrey, documented by the Berlin Township Police Department.

The incident reportedly occurred on October 14, 2024, at approximately 6:20 PM, in Berlin Township, New Jersey. The incident has been publicly released in a YouTube video titled “Entitled Shoplifter Cries Over Police Treatment When Caught Stealing.”

Incident Information:

The subject was reportedly arrested after failing to provide identification and was later formally charged with shoplifting after police verified the alleged theft using security footage.

Records Requested

1. All previously released or publicly releasable body-worn camera (BWC) footage recorded by responding officers, including footage captured using the AXON BODY 3 cameras identified by serial numbers X60A2817A and X60A28998.

2. All previously released or publicly releasable dash-camera, in-car, rear-seat, or other law enforcement vehicle recordings associated with the incident.

3. Any releasable interview, booking, processing, or custodial audio/video recordings maintained by the department.

4. All CAD reports, dispatch logs, radio communications, 911 call recordings, and call-for-service records associated with the incident.

5. The complete incident report, arrest report, complaint-summons or complaint-warrant, charging documents, probable cause affidavit, officer narratives, supplemental reports, evidence logs, and related attachments.

6. Any releasable surveillance footage, photographs, digital evidence inventories, or other audio/video recordings associated with the incident, including any security footage obtained or maintained by the department concerning the reported shoplifting.

I respectfully request that these records be provided in electronic format, preferably by email attachment or through a downloadable link.

If there are any anticipated fees associated with fulfilling this request, please provide a detailed cost estimate before processing.

Because responsive footage from this incident has already been publicly released, I respectfully request any previously released, previously redacted, or otherwise publicly releasable versions of the recordings, if available.

If any portion of the requested records is exempt from disclosure, I am willing to accept appropriately redacted copies to the extent required by law. Please identify the specific statutory exemption under N.J.S.A. 47:1A-1 et seq. or any other applicable law relied upon for each withholding or redaction and provide all reasonably segregable portions.
