Dear New Jersey Division of Criminal Justice,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. Any application, certification packet, recertification packet, renewal packet, continued approval packet, authorization packet, inspection packet, compliance packet, or similar submission provided to the New Jersey Police Training Commission relating to the approval, certification, recertification, continued operation, renewal, suspension, reinstatement, or authorization of the Port Authority Police Academy.
2. Any attachments, exhibits, appendices, supporting documentation, correspondence, investigator notes, inspection reports, compliance reviews, findings, recommendations, memoranda, certifications, attestations, or related materials submitted with or generated during review of any such application or packet.
3. Any report, memorandum, recommendation, approval document, certification document, authorization document, determination, finding, or similar record prepared by any PTC investigator, field investigator, supervising investigator, commission staff member, or other official concerning the Port Authority Police Academy’s certification, recertification, approval, renewal, continued authorization, or compliance status.
4. Any document authorizing, approving, permitting, certifying, re-certifying, renewing, continuing, resuming, or otherwise allowing the Port Authority Police Academy to commence, continue, resume, or conduct basic police recruit training or any other police training program recognized by the New Jersey Police Training Commission.
5. Any correspondence between the New Jersey Police Training Commission and the Port Authority Police Department or Port Authority Police Academy concerning certification status, approval status, renewal status, compliance reviews, deficiencies, corrective actions, inspections, audits, or authorization to conduct training.
6. Any records presented to, reviewed by, referenced in, or generated in connection with the Police Training Commission meeting of December 3, 2025 concerning the Port Authority Police Academy, including but not limited to academy certification, recertification, renewal, authorization, compliance, or approval matters.
7. Any currently effective certification, authorization, approval, renewal, accreditation, recognition, or other document reflecting the present status of the Port Authority Police Academy before the New Jersey Police Training Commission.

To the extent any responsive records contain exempt material, I request that exempt portions be redacted and that all reasonably segregable non-exempt portions be released.

COMMON LAW RIGHT OF ACCESS

Separately and independently from OPRA, I request these records pursuant to the common law right of access.

I possess a legitimate interest in determining the legal and administrative basis upon which a law enforcement training academy was authorized to conduct police recruit training recognized by the State of New Jersey. The requested records concern the exercise of governmental authority by the Police Training Commission, the standards applied in evaluating academy compliance, and the authorization of an institution responsible for training individuals who may subsequently receive police certification, licensing, appointment, or law enforcement authority within New Jersey.

Disclosure will advance governmental transparency by permitting independent review of the procedures, findings, certifications, inspections, and determinations utilized by the Commission in evaluating academy eligibility and compliance. The requested records concern the performance of official governmental functions, the administration of statewide police training standards, and the factual basis for agency action authorizing the operation of a police training academy. Access therefore promotes accountability, public confidence in law enforcement training oversight, and informed evaluation of governmental decision-making.

Should access be denied in whole or in part, please provide a written response identifying each withheld record or category of records, the specific legal basis for denial, and the name and title of the individual responsible for the determination.
