Dear Rowan University,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Please accept this as Rowan’s response to your January 30, 2026, OPRA request (below) wherein you sought "Bid Submissions for ALL General Contractors for RFP 25-39 Renovations to Admin Facility (GIS) with any available scoring information on the price and technical portions."
The request for scoring information on the price and technical portions is denied. Under OPRA, consultative or deliberative material is exempt from production. N.J.S.A. 47:1A-1.1. The deliberative process exempts “documents that reflect advisory opinions, recommendations, and deliberations comprising part of a process by which [its] decisions and policies are formulated." In re Liquidation of Integrity Ins. Co., 165 N.J. 75, 83 (2000).
The request for a bid submissions is also denied since this RFP was cancelled. Unless there is a contract in place, it has been found that providing the submissions is a unfair advantage to competitors. See Renna v. Cnty. of Union, GRC Complaint No. 2003-100 (February 2004), Fisher v. Lakewood Bd. of Educ. (Ocean), GRC Complaint No. 2006-193 (Interim Order dated June 27, 2007), Bond v. Borough of Washington (Warren), GRC Complaint No. 2009-324 (Final Decision dated March 29, 2011); and Barth vs. Rutgers University, GRC Complaint No. 2017-121 (2017).
You have the right to challenge the above denials of Rowan University. You can file a Complaint in the Superior Court of New Jersey or complete a Denial of Access Complaint Form with the Government Records Council (GRC). Your request for the documents under common law is also denied. The common law right to access public records depends on three requirements: (I) the records must be common law public documents; (2) the person seeking access must establish an interest in the subject matter of the material; and (3) the citizen's right to access must be balanced against the State's interest in preventing disclosure. Richard Rivera v. Union County Prosecutor's Office, 250 N.J. 124, 143-44 (2022); South Jersey Publishing Co. v. New Jersey Expressway Auth., 124 N.J. 478,487 (1991); Loigman v. Kimmelman, 102 N.J. 98 (1986); Nero v. Hyland, 76 NJ. 213, 222 (1978). In this case, the request fails to identify an interest that outweighs the privacy interests identified above.
Pursuant to OPRA, a response is due within 7 business days, which in this case is today, February 10, 2026. This is a full response to your OPRA and common law requests. Rowan will close this file unless you advise otherwise.
