What conditions determine whether basement sqft included or excluded for Tax assessment purpose by the Tax assessor?

Is the Basement sqft included for Tax assessment purposes for the following scenario?
(1) In the basement - full bathroom constructed. No room or other interior walls, no heating/cooling
(2) In the basement - full bathroom constructed. No framing structure other than the bathroom. Basement concrete floor is heated through radiant tubing. Basement is NOT used as a living space.
(3) In the basement - full bathroom constructed. No framing structure other than the bathroom. Basement concrete floor is heated through radiant tubing. Basement is used as an entertainment space.
(4) In the basement - full bathroom constructed. Forced air heating and cooling of basement space. Basement is NOT used as a living space.
