Dear Summit City,

I am writing in response to your request pursuant to
the Open Public Records Act (“OPRA”). You requested
the following in regard to the property at 23
Templar Way, Summit, NJ 07901:

Your request is invalid under OPRA. Specifically,
there is no date range for any of the records you
have requested. Absent a specific date or range of
dates, a request is overly broad and
invalid. See Love v. Spotswood Police Department,
GRC Complaint No. 2014-223 (May 2015). In addition,
you should know that the City only requires a copy
of a property survey when it is needed in
conjunction with construction permits that require
it, driveway improvements, installation of central
a/c units, or a fence, are some examples.
Therefore, you may want to consider requesting a
list of construction permits within a specific date
range to determine if any of the permits required a
property survey and then you may request a copy of
the survey from a specific construction permit.
Please provide the requested clarification by the
close of business on May 7, 2025. Upon receipt of
your clarification, the City will advise you in
writing of the anticipated response time. If a
clarification is not received, your OPRA request
will be deemed answered and closed.
