This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. A list of of all residential vacant land, single family, and multifamily properties that are delinquent on their taxes, behind 1-3 years from today. Please include balance owed, address, and owner name.
2. A list of all residential single family, and multi family properties with code violations on them for the last 3 months from today. Address, and owner name provided please.
3. A list of all residential single family and multi family properties that are delinquent on their utilities. Address, owner name, and balance owed provided please.
4. A list of all residential single family and multi family properties that are flagged abandoned.
5. A list of all residential single family and multi family properties that are fire damaged in the past month.

The Township of Livingston’s Municipal Clerk's Department has reopened to the public and will respond to your email as soon as possible. However, if submitting an OPRA request or inquiring about a previously submitted OPRA request, please realize that pursuant to P.L. 2020 Ch 10, OPRA deadlines are inapplicable during a State of Emergency and that record custodians ”must make a reasonable effort, as the circumstances permit to respond to a request for a government record within 7 business days or as soon as possible."

This comes in response to your OPRA Request for:

1. Please find attached the list of all Properties Having Non-Zero
(Delinquent) Balances Starting in Quarter 1, 2021. The Township has an
accelerated tax sale each year and therefore only the delinquent taxes for
the most recent quarter are listed. Any delinquent accounts were sold and
now have liens. We do not have the ability to break them out by vacant
land, single family and multifamily properties only, so all delinquent
properties are listed on this report. Also, the Balance owed, Owner's
Name and the Block and lot are shown on this report, but the owner's
address and property address is not. You may wish to go to

to look up the block and lot numbers to determine the name and address of
the property owner and the location address of the property.
2. There are no documents responsive to your 2nd request. The Township
does not make, maintain or keep on file a list of properties with code
violations.
3. The Tax Collector's office has provided the attached Utility
Properties Report as of 03/02/21 responsive to your third request. See
the reference for item 1 to identify the property address and owner
address.
4. There are no documents responsive to your 4th request. The Township
does not make, maintain or keep on file a list of properties flagged
abandoned.
5. There are no documents responsive to your 5th request. The Township
does not make, maintain or keep on file a list of properties damaged by
fire in the past month. The Fire Chief has advised that there were no
properties damaged in the past month.
Thank you for your patience in awaiting this reply. Pursuant to [2]P.L.
2020, c. 10 which took effect on March 20, 2020, "during a period of a
declared State of Emergency, Public Health Emergency, or State of Local
Disaster Emergency the seven business days or soon as possible deadline to
respond to Open Public Records Act (OPRA) requests does not apply. The
records custodian must make reasonable effort, as the circumstance permit,
to respond to an OPRA request within the seven business days or soon as
possible deadline."
