This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. A list of all residential vacant land, single family, and multi family properties that are delinquent on their taxes, behind 1-3 years from today. Please include balance owed, address, and owner name.
2. A list of all residential single family, and multi family properties with code violations on them for the last 3 months from today. Address, and owner name provided please..
3. A list of all residential single family and multi family properties that are delinquent on their utilities. Address, owner name, and balance owed provided please.
4. A list of all residential single family and multi family properties that are flagged abandoned.
5. A list of all residential single family and multi family properties that are fine damaged in the past month.

Good afternoon,
I am writing in response to your OPRA request for  the following:
1. A list of residential vacant land, single family and multi family
properties that are delinquent on their taxes, etc.
There is no specific list tailored to this request on file. However, the
Tax Collector recommends researching www.realauction.com as it relates to
delinquent properties.
2. A list of all residential single family and multi family properties
with code violations, etc.
There is no such list on file. As per the Code Enforcement Director, all
Code Enforcement documentation is available via the City’s website
www.eastorange-nj.gov. Please click on the big circular blue link “Open
Data” where you can create an account (email address and password of your
choosing) and search any specific property address in the City of East
Orange, town and/state in the USA that uses the SDL portal.
3. A list of residential single family and multi family properties that
are delinquent on their utilities. 
As per the Water Department, there is no such list on file. If you seek
lien information, the Tax Collector’s Office charges a fee per property
address. If you have a specific address in mind, please contact the Tax
Collector’s Office at 973.266.5130.
4. A list of all residential single family and multi family properties
that are flagged abandoned.
Attached please find the current list of VAP on file. 
5. A list of all residential single family and multi family properties
that are fine damaged.
There is no such list on file from any of our departments. Please be
advise OPRA does not cover research and/or documents do not have to be
generated to respond to a certain request. If you seek any other
information on a specific property, please submit that request and this
Office will begin processing. Thank you for your attention in this matter.
