Dear Ms. O'Donnell: Please be advised that we are unable to process your
submitted OPRA request as “open/closed”, “any/all” permits is not naming
the record, is too broad, and requires clarification. Per OPRA law we are
not required to research records. We request clarification because “any
permits” can be construed as (or range as) anywhere from a parking permit
to a block-party permit, to a food-handler’s permit, etc. etc. . . . By
providing us the specific identifiable type/category of the record (i.e.
construction permits), there is no miscommunication or assumptions by
either party, and it eliminates the research implication which would
invalidate your OPRA request. Below is a screenshot of the coversheet for
