PRHS non-hazardous waste transport records
Dear New Jersey Department of Environmental Protection,
This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.
Records requested:
During the summer and fall of 2017, the roof at Pinelands Regional High School was replaced. This construction is still ongoing. Pinelands Regional High School is part of Pinelands Regional School District in Little Egg Harbor, New Jersey.
During this construction, it was confirmed and documented that the waste for a significant portion of the roof contained 10% chrosytile. It therefore contains asbestos, requiring an “ID number 27 non-hazardous waste manifest” in order to be properly transported.
Please provide all manifests related to this project during the year of 2017, including the names and addresses of the asbestos landfills that were the recipients of this waste. If there is no manifest, please provide the testing that confirms the material to be non-asbestos.
FYI:
- Here are the consultants currently being used by the district: Mike Kobithen Roofing and Insulation, and New Road Construction
- And waste haulers: Waste Management, Voorhees Container Service
Thank you.
Jeff Epstein of Citizens’ Media TV

Dear DEP records,
Thank you for your response. The first of three response-messages contains a PDF-email and an mage. The second and third contain only images. I do not see any other PDF-emails aside from the first. Am I missing anything?
Yours sincerely,
Jeff Epstein
No. There was one PDF following by photos.

Dear DEP records,
Actually, please allow me to clarify: this request was for the below. The only thing in your response is dated November 30th and then in December. So therefore, should I take this to mean that there are no records directly responsive to this request?
Thanks.

Mr. Epstein:
The NJDEP has provided you with all of the records it maintains (i.e. November 30, 2017 Investigation & Photos) concerning the asbestos roofing project. There are no additional records.
If you have not done so already, you may want to contact the New Jersey Department of Health and the Ocean County Health Department as they may have been involved.
