Dear Manchester Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

The résumé or curriculum vitae submitted by William Kavanagh in connection with the recruitment process that resulted in his June 8, 2026 appointment.
Executive Order No. 26 (McGreevey) expressly provides that the résumé of a successful candidate shall be disclosed once the candidate has been hired. The recruitment process is complete, and Mr. Kavanagh has been formally appointed.
2. The cover letter submitted by William Kavanagh in connection with that recruitment process.
3. A redacted copy of William Kavanagh’s completed employment application submitted for the Manchester Township Police Officer position.

4. The final job posting, vacancy announcement, recruitment announcement, or advertisement used by Manchester Township for the Police Officer recruitment process through which William Kavanagh was selected.

5. The final job description, statement of duties, minimum qualifications, eligibility requirements, and experience or certification requirements used for that Police Officer recruitment.

6. Any written conditional offer of employment issued to William Kavanagh, together with any final written offer of employment and written acceptance of that offer.
This item does not seek medical, psychological, drug-testing, criminal-history, background-investigation, or other confidential supporting material. Exempt portions may be redacted while disclosing the remaining terms of the offer.

7. The final personnel-action form, payroll-authorization form, appointment notice, salary certification, or comparable existing record documenting the following terms of William Kavanagh’s appointment:

a. appointed title;

b. appointment classification or status;

c. effective date;

d. initial annual salary or hourly rate;

e. applicable salary step;

f. probationary status or probationary period; and

g. assigned department or division.

8. The final adopted and executed copy of Manchester Township Resolution No. 26-255 appointing William Kavanagh as a full-time Police Officer effective June 8, 2026, including its certification of adoption.

9. The executed oath of office or oath-of-allegiance document signed by William Kavanagh in connection with his June 8, 2026 swearing-in, if maintained by Manchester Township.

10. The Notice of New Appointment for Law Enforcement and Corrections Officers, commonly designated the PTC-3 or “NONA,” submitted by Manchester Township to the New Jersey Police Training Commission concerning William Kavanagh’s June 8, 2026 appointment.

Social Security number, full date of birth, home address, and other legally protected personal identifiers may be redacted.

11. Any acknowledgment, confirmation, acceptance notice, or other responsive record received from the Police Training Commission confirming its receipt or processing of the Notice of New Appointment identified in Item 10.

12. The copy of William Kavanagh’s Police Training Commission certificate, Ocean County Police Academy graduation certificate, Basic Course for Police Officers (or SLEO II) certificate, or equivalent training credential maintained by Manchester Township and relied upon to confirm the representation in Resolution No. 26-255 that he had previously completed the New Jersey Police Training Commission Basic Course for Police Officers.

13. Any letter or certification received by Manchester Township from the Ocean County Police Academy or New Jersey Police Training Commission verifying William Kavanagh’s completion of the Basic Course for Police Officers.

14. Any letter of good standing, certification of prior law-enforcement service, employment-verification letter, or separation-verification document received by Manchester Township from the Borough of Point Pleasant Beach or the Point Pleasant Beach Police Department in connection with William Kavanagh’s appointment.

This item seeks the officer’s prior employing agency, title, dates or length of service, separation date, reason for separation, and any statement concerning standing or eligibility for subsequent police employment if recieved by Manchester Township; I am not seeking records held by the Borough simply those received possibly by Manchester; which are now Manchester’s records). Personal identifiers and confidential investigative information may be redacted.

15. If accessible by the Department/Training Officer: William Kavanagh’s Acadis Training Record/Summary

This item does not seek the underlying background-investigation file, medical records, psychological records, drug-test results, criminal-history records, reference responses, interview notes, test questions, examination data, or evaluative scoring materials. It seeks only an existing final record showing whether the required conditions were completed or satisfied.

Common-Law Interest

To the extent any Items are deemed exempt or not expressly accessible under OPRA, I request them under the New Jersey common-law right of access.

My interest is to examine the qualifications represented by the individual selected to exercise full municipal police powers, the objective standards applicable to the appointment, the public terms of employment, and the manner in which Manchester Township verified the appointee’s prior police service and Police Training Commission credentials. The appointment concerns the exercise of coercive governmental authority, public safety, municipal payroll expenditures, and the governing body’s oversight of police hiring.

The recruitment process has concluded, the successful candidate has been publicly identified and sworn into office, and the Township has publicly described his education, academy performance, police experience, supervisory experience, and instructor credentials. Disclosure of appropriately redacted records would permit the public to verify those publicly stated qualifications and evaluate whether established appointment and credential-verification procedures were followed.

I do not seek medical, psychological, criminal-history, financial, family, personal-contact, background-investigatory, examination, interview-scoring, or similarly sensitive information. Those portions may be redacted. The requested public-interest information can therefore be disclosed without unnecessarily intruding upon legitimate personal privacy.

This request seeks identifiable existing records. It does not require the Township to conduct research, answer questions, prepare a narrative, or create a new record.

If a responsive record contains both exempt and non-exempt information, please redact only the specifically exempt information and disclose the remainder. For every withholding or redaction, please identify:

1. the particular record or portion withheld;

2. the specific legal authority relied upon; and

3. a brief explanation of how that authority applies.
