Policemen on duty

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Please provide me with a list of the number of patrolmen on duty, in patrol cars, during a normal weekday, 10 hour shift.

In addition, Governor Whitman's Executive Order #69 (below, section 3, paragraph's a thru g), pertains to information that must be released by law enforcement at the time a crime is commenced, reflecting United States Department of Justice guidelines.

In regard to your response below, the following privileged or protected categories were noted in our initial response:
Box 1. Safety of persons or public/Building security - Emergency or security information or procedures for any buildings or facility which, if disclosed, would jeopardize security of the building or facility or persons therein.
Box 2. Security measures and surveillance techniques - Security measures and surveillance techniques which, if disclosed, would create a risk to the safety of persons, property, electronic data or software.
Item 3. No responsive record exists in reference to your request for a "Patrol Shift Roster". Furthermore, your request sought data or information rather than an identifiable record.
Initially, the following Executive Order was noted regarding data/information sought:
-Executive Order 21 (1a) -
1) Records where inspection, examination or copying would substantially interfere with the State's ability to protect and defend the State and its citizens against acts of sabotage or terrorism, or which, if disclosed, would materially increase the risk or consequences of potential acts of sabotage or terrorism.
In addition, the following Executive Order has been noted regarding the data/information sought:
-Executive Order 69 (4)
4. Notwithstanding any other provision of this Executive Order, where it shall appear that the information requested or to be examined will jeopardize the safety of any person or jeopardize any investigation in progress or may be otherwise inappropriate to release, such information may be withheld. This section is intended to be narrowly construed to prevent disclosure of information which would be truly harmful to a bona fide law enforcement purpose or public safety if released. It is also intended to prevent such release that would violate existing law regarding confidentiality in areas including, but not limited to, domestic violence and juveniles.
