Police Unity Tour expenditures
Dear Manchester Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. A list of all individuals who participated in the 2026 Police Unity Tour on behalf of, or in association with, the Manchester Township Police Department, including but not limited to:
* Current police officers
* Retired police officers
* Civilian employees
* Any other individuals whose participation was funded, sponsored, or otherwise supported through township, police department, police union, or affiliated accounts.
2. Any and all records showing the amount of money spent, reimbursed, donated, allocated, or otherwise utilized in connection with the Police Unity Tour, including but not limited to expenditures for:
* Food and meals
* Lodging/hotels
* Travel expenses
* Equipment
* Uniforms/apparel
* Registration fees
* Support vehicles
* Supplies
* Fundraising expenses
* Any other related costs
3. Any and all records identifying the source(s) of the above funds, including but not limited to:
* Police department budgets
* Township budgets
* Police union or PBA accounts
* Donation accounts
* Fundraiser proceeds
* Forfeiture or seizure accounts
* Special trust accounts
* Any other public or quasi-public accounts used in connection with the Police Unity Tour.
4. Any receipts, invoices, purchase orders, reimbursement requests, vouchers, checks, account ledgers, or financial records related to the expenditures referenced above.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

A message was sent to you regarding record request #26-544:
Dear Requestor,
Manchester Township received your OPRA request seeking
records concerning the recently completed and highly
successful Police Unity Tour.
The Township provides the following response noting that use
of terms such as “including but not limited to” is not
permitted under OPRA because a requestor must seek specific
records and not require the custodian to guess which records
are being requested:

1. Individuals (Current Officers, retired officers and
civilian employees) who participated in the 2026
Police Unity Tour.
Response: The payroll records for current officers and
civilian employees who participated in the 2026 Tour are
attached. The Township does not make or maintain records
for retired officers.

1. Records showing funds spent in various categories.
Response: The Township previously provided records
showing municipal funds that were used for the trailer and
motorcycles. As to the remainder of the categories, all
expenses were paid for by the Police Unity Tour, the PBA or
the Police Foundation. These are separate entities outside
of the municipal government and the Township does not make,
keep or maintain records for the unaffiliated organizations.

1. Sources of Funds:
Response: As noted above, the Township’s budget does
not contain funds for the Police Unity Tour. Police Unions,
donation accounts, and fundraisers records are not
maintained by the Township and therefore no responsive
records exist. No forfeiture or seizure accounts, special
trust accounts or public or quasi-public accounts exist for
the Unity Tour, therefore, there are no responsive
documents.

Response: As noted above, no responsive documents
exist.
