The report has been redacted so that only the information required to be
released pursuant to N.J.S.A. 47:1A-3.b (when a crime has been reported
but no arrest made, information as to the type of crime, time, location
and type of weapon, if any, must be disclosed).
All other portions of the bias incident report, as well as the main
initial investigation report and supplemental report are exempt as
criminal investigatory records pursuant to N.J.S.A. 47:1A-1.1.
Furthermore, because this is an ongoing investigation, all investigative
reports are exempt under N.J.S.A. 47:1A-3(a) because the disclosure of
detailed investigation reports and/or witness statements would jeopardize
the ongoing investigation of this incident.
