Records requested:

Police reports and police body/dash camera video from the July 1st arrest of Arthur Barclay in Camden NJ for hitting a woman with his car while on a suspended license. This is a matter of great public interest as Mr. Barclay is the current candidate for city council of Camden City and the voters deserve to know what evidence there is against, and or for, Mr. Barclay. I am requesting that this request be processed ASAP due to the looming elections and need for the public to know as much information as possible regarding one of their possible future civic leaders who has an already questionable violent past against women.

I thank you for the information but the video is incomplete. Mr. Barclay was arrested and his car was impounded, but none of those portions are on the video you sent. Please send the arrest portion of the video.

I do not know if you saw my last email but the video that was sent was incomplete. It cut off prior to the arrest and impound. Please send me the rest of the body cam footage. Also I am requesting the body cam footage from officer Staines #44267 for same event involving Arthur Barclay’s arrest.

The Division of Criminal Justice (the Division) previously advised that as for body and dash camera footage of the incident in question, there were several hours of video, much of which is duplicative, that requires extensive statutorily required redactions before release. Notwithstanding the foregoing, the Division provided you the body-worn camera footage of Officer Smith, Camden County Police Metro, which is the most comprehensive footage detailing the police response to the incident. You were advised that you could file a new OPRA request if you sought additional footage or records.

You thereafter requested footage as follows: “Mr. Barclay was arrested and his car was impounded, but none of those portions are on the video you sent. Please send the arrest portion of the video,” and “...I am requesting the body cam footage from officer Staines #44267 for same event involving Arthur Barclay’s arrest.” The Division provided two additional body worn camera videos from Officer Luongo, Camden County Police Metro. The first video depicts the vehicle in question being turned over to police, satisfying your request for "impound" footage, and the second video depicts Mr. Barclay being issued a summons. As noted, Mr. Barclay was not arrested, nor taken into custody, but was issued a summons the night in question. As to your requested for footage from Officer Staines, the Division does not possess body camera footage from Office Staines related to this incident.

The Division has responded to both of your OPRA requests. If there are additional records you seek, please provide an OPRA request where you state with specificity the records you are requesting, in order for the Division to identify whether there exists responsive records.
