Police reports and Body Cam Video
Dear Deptford Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I am requesting access to the following government records:
1. Police Report #24-11242 (complete report, including narrative, supplements, attachments, photographs, and any associated documentation).
2. Police Report #25-046215 related to the incident dated November 9, 2025.
3. All Body Worn Camera (BWC) footage recorded by Patrol Officer Anthony Casella, Badge #5289, related to Police Report #25-046215 for the incident dated November 9, 2025.
4. Police Report #26-003952 (complete report, including narrative, supplements, attachments, photographs, and any associated documentation).
Please include any CAD logs, dispatch records, audio recordings, video recordings, digital media, and attachments associated with the above reports.
I request that all records be provided in electronic format via email or secure electronic download where available.
If any portion of this request is denied, please provide the specific statutory basis for the denial, along with a description of the records withheld.
If fulfillment of this request will incur any special service charge or exceed any cost threshold, please advise prior to processing.

Dear OPRA,
I write regarding your response to my OPRA request seeking Police Reports 25‑046215 and 26‑003952, associated CAD/dispatch records, and all Body Worn Camera footage from P.O. Anthony Casella, Badge #5289, related to the November 9, 2025 incident.
Your response “partially denied” the request, stating that the 2025 and 2026 reports are excluded to protect victim identity and psychiatric calls, and then closed the inquiry. However:
Your agency previously released the full 2025 police report and CAD logs in response to an earlier OPRA request concerning the same incident, demonstrating that these records (with any necessary redactions) are not categorically exempt.
OPRA requires a records custodian to redact exempt information (such as specific victim‑identifying information or confidential medical/psychiatric details) and produce the non‑exempt portions of a record, rather than withhold entire reports.
Your response did not address my specific request for all Body Worn Camera footage from Officer Casella related to report 25‑046215. OPRA requires that you either provide the footage or state the precise statutory basis and subsection for any claimed exemption and, if applicable, whether any BWC‑specific exemption is being invoked.
Any denial or partial denial must identify the legal basis for withholding records and advise the requestor of their right to challenge the denial before the Government Records Council or in Superior Court.
Accordingly, I respectfully request that you:
Reconsider the denial and produce Police Reports 25‑046215 and 26‑003952, with only those portions redacted that are legitimately exempt under OPRA (e.g., specific victim identifiers or protected medical/psychiatric information); and
Provide all responsive Body Worn Camera footage from Officer Casella related to the November 9, 2025 incident, or, if you continue to deny access, identify the specific statutory exemption(s) and subsection(s) relied upon for withholding the footage.
If you maintain your denial in whole or in part, please issue a revised written response that:
Identifies each record being withheld;
Identifies the precise OPRA exemption(s) and statutory citations for each withheld record or portion; and
Advises me of my right to challenge the denial before the Government Records Council or by filing an action in the Superior Court, as required by OPRA.
Please treat this as a continuing OPRA request. Electronic delivery by email is preferred.
