Dear Requestor,

Freehold Borough received your OPRA request on October 1, 2020.  Your
request sought the following:

1.    A log of all parking tickets/summons issued at the following
locations from 1/1/2010-Present:

   All addresses on Park Avenue

All addresses on East Main Street

All addresses on West Main Street

Please be advised that this request is being denied in whole or in part
for the reasons set forth herein.

A.   The Municipal Court maintains physical parking tickets for three
years.  After three years, tickets are destroyed pursuant to the Judicial
Destruction Policy, N.J.S.A. 2B:1-2.

B.   Physical tickets are maintained in numerical order, not by date
issued or location.

C.   Tickets which have already been destroyed cannot be recovered.

D.   The Judiciary (Municipal Court) is not covered under OPRA and the
Municipal Clerk lacks jurisdiction over the requested documents.  All
judicial information/records requests must be made on a New Jersey
Judiciary Records Request Form, a copy of which is attached hereto.

2.    Police dispatch logs of all incidents of police dispatched to the
following locations from 1/1/2000 – present:

2 East Main Street

150 West Main Street

130 Park Avenue

136 Park Avenue

148 Park Avenue

Please be advised that access to these types of records is not available
prior to 2012, at which time the Freehold Borough Police Department
started to utilize the Spillman system.  A search was conducted for these
addresses from 2012 to present.  Please find the dispatch logs in the
second attachment and please note that 136 and 148 Park Avenue are vacant
lots.

I thank you for your time and patience.

            Sincerely,

Traci L. DiBenedetto, Borough Clerk
